Search Engine Optimisation (SEO) is what happens once your site is built. You need people to find your website, and the main way to do this is to target a series of relevant keywords, and work out a strategy so that Google, Bing and the rest of them pick up on them.

There are numerous factors, both on and off page, affecting your search results, and SEO is the ongoing task of working through these factors, and striving to score as highly as possible on each.
